Can’t change shape of shape layer
I’m wanting to give the edge of this shape layer some curves and all I see for paths is the one going across the middle of the screen. It’s the “BLUE LAYER”. What am I missing here?

How did you create the shape layer? It might be easiest to use the Rectangle tool (or other) and making sure the Shape layer is selected, draw a new shape. Then you can drag any settings from your initial Shape that you want to keep, into your new one and delete the original Shape 1.

This is in a template so I don’t know how it was created.

I’d be willing to bet that’s a stroke and not a fill. So it’s just a line with a really wide stroke. You should be able to apply Turbulent Displace or Roughen Edges to it.
