Cannot get clean exported video to Vimeo from Vegas

I am quite new to this lark so bare with me!
I own a Sony Nex 5n camera and have been shooting a lot of footage recently and have edited it all together and stuck it on Vimeo. I am however constantly disappointing by the quality of the video output on Vimeo once the file is uploaded.
Now I know Vimeo has a bitrate cap of about 5mb so that would explain some loss of quality but I still find myself comparing my videos to others and wondering how other people are managing to get tick sharp high quality footage in vimeo and I am not.
I am shooting at 25p, and on the NEX that means shooting at 24mb Max bit rate. I am shooting at 1/50 shutter speed also following the 180 shutter rule so in theory out of the camera all my footage looks super sharp and smooth.
In Vegas I make sure my project settings match that of my media so there is no problem there. Most of the time I then apply some colour grading using magic bullets mojo and then add some music.
When rendering the final footage again I maintain the the same media settings like frame rate and resolution (1920 x1080) and using the main concept AVC Codec. I choose CBR at a bit rate of 24mb to match that of my MAX rate of the source files. (I know this is overkill for vimeo but it gives users an option to then download the full version file if they so wish)
Once that is all done I have myself an .mp4 that I then upload to vimeo. i have a plus account so my video settings are at highest quality possible. All my videos still seem pixalated and full of artifacts though and I wonder what I am doing wrong. I have a couple of questions.
1. Does or would the inclusion of effects and grading on footage degrade its final output on render?…is it best to keep the footage as raw as possible to maintain its quality or should no amount of effects/transitions effect the final output?
2. Is there any point using an intermediate codec to improve the quality of my footage? I currently slap the .mts files straight into vegas and can happily edit them no problem. I have downloaded neoscene and played around with that but it seems a long way round to have to convert all my raw footage to cineform first before I can edit it if it is not going to improve my image quality.
Basically I want someone to look at my videos and say “you are crazy, they look sharp and great so stop worrying” or “yes you should have checked this magic box in vegas and then all your problems will be solved”
