Can you track a layer inside a PRECOMP?
I have a project where I have film footage on my main timeline and I have a 3d animation that is in a precomp since it has multiple image sequence layers. I need to track the 3d model’s position so that I can make other elements on my main timeline (fire, sparks, etc) seem like it’s attached to it. Am I able to have a null object OUTSIDE the 3d model’s precomp that is parented to the tracking data INSIDE the precomp? If so, how?

If you can export the position data from the 3D application, you can avoid tracking entirely and get perfectly accurate position data for your composite.

A layer’s parent must be in the the same comp.
However, you could tie the position of one layer in one comp to another layer in a different comp via expressions.
