Can you Import a PPro project into FCP?

You might be able to export the Premiere Pro project as an XML to bring into FCP, though you’d have to recapture all the media since Premiere Pro captures to AVI (I’m assuming you’re using Premiere Pro on a PC)

No I am on Mac .. All my footage is quicktime. Will it all line up provided the sames plugs and effects are available in both programs?

Possibly, but not very likely. You might retain very basic transitions like cross dissolves and wipes.
