Can you draw moving mattes in Motion?
Does Motion allow you to draw frame-by-frame mattes to (for example) cut characters out of a non-chromakey background in a video clip?

Sure- major work but rotoscoping is possible. Create a bezier or b-spline mask and then record keyframes for it over time. Adjust feathering for effect. Lot of work but doable.
