    I have a green screen video and want to add 3D strokes (or just strokes) and have them emanate from my keyed-out subject, kind of like radio waves, which also only works with masks. I want to know if there’s a way to get this effect without generating a mask every few frames of video.

    You can composite on top of your clip with a mask solid.

    Yes, but I mean that I want the strokes to move along with the video, not just be a still image outline.

    If you use adio Waves you can set “Parameteres are set at” to “Birth” each new wave will take the shape of the current mask shape at that time. If you set it to “Each Frame” the wave shape will change every frame to the shape of the mask shape. So you only have to change the mask shape over time to make the waves change accordingly.
    In your case I think Track Mask is a good option.

    AE has a function called Auto Trace that will make the masks for you – you can base it on the alpha simply and then you could use the Radio Waves effect based on the resulting mask.
