Can we Re-load Offline Source Files (without closing and re-opening Vegas)?
If I have turned off my external hard drive, when I open a Vegas project that uses media from that location, I get notified that media is offline. I click Ignore All, then I exit Vegas, turn on and/or connect the offline media, and re-start Vegas.
Can I re-load offline source files without closing and re-opening Vegas?
(Not “Recapture All Offline Media”. Not “Rebuild Audio Peaks”.)

There’s no need to close & re-open Vegas.
As soon as you get that message, turn the hard drive on and select the “let me find it for you” option.
Browse to the proper folder on the external drive, find the file and click OK.
If it needs another file from that drive, it’ll pop up a message saying something like “this file is there as well. Should I use it?”.
Click “yes to all” and it’ll keep going there as often as necessary.
