  Can this in-camera effect be achieved with AE?

  I realise that this effect is done in-camera (and if anyone can tell me how, that would be great), but I was wondering if it could be recreated using After Effects.

  The Effect can be seen in this image.

  I can see how some blur, offsetting and opacity with tranfer modes might do most of it, but I really like the rainbow effect that is creeping in.
