Can decklink support virtual com port?

Can you provide some more details about “virtual com port”? This could mean many things so I am not sure that I understand your question.

August 19, 2005 at 9:53 amall vtr control software is base rs232 com port.and rs232 to rs422 convert device link to sony 422 device.but decklink rs422 is general com.provtr is good,but is can not run with decklink rs422………

We have a support note named RS-232 device control with Premiere Pro and Windows XP which might effectively answer your question.
