I’m currently working on a short film, filming on HD and I was wondering if since I won’t need to extra space that blu-ray allows if burning a DVD like a blu-ray to play in something like a PS3 (or other blu-ray players if it would work) would work because of the high speed laser OR if something about the DVD format wouldn’t allow for the higher bit-rate to really succeed.

Sorry man….Is there a question in there somewhere? LOL. DVD has a limited bitrate of around 9.8. mb/s. You can author a Blu ray disc in tools like Encore, DVDit Pro, Do Studio and write it to a regular DVD which should playback fine in some BD players.
