Can I build a ethereal effect in AfterEffects that I can then bring into a AR/VR environment and walk around? Or would you suggest I use something like Unity or UE4 to achieve this?

I assume the answer is build it in Unity, but looking forward to hearing your opinion.

You can’t create interactive game scenes in AE.

Check out Mettle Skybox [link] for some VR/360 tools for Ae. You could certainly build an environment in Ae for 360, but as everyone notes, it won’t be interactive VR.

Unity is a great place to do this for a more interactive experience.

Thanks for your advice, I figured I would end up using UNreal or Unity for this. Thanks for sending me the link to Mettle Skybox.
