Foam is way cool but probably not the tool of choice here. Neither CC Particle World nor Foam can transform a layer into bubbles but both create wonderfully realistic bubble particles.
Foam’s bubbles don’t really burst so much as simply disappear. Making a shape or layer disintegrate into particles or, in the case of bubbles, blobby pieces, is often an illusion or, at least, the change takes place behind a transition.

You could use Card Dance that has your circle on the front face and lots of little bubbly things on the back face. The turn of the cards is completely controllable and you can have the cards rise using other, more complex, settings.

Think through your storyboard very carefully.
