I think it was probably something similar to 3D Stroke. I know Andrew Kramer has some tutorials on creating 3D Titles on his Video Copilot page and I know there is a tutorial in the Evolution Motion Graphics pack that talks about creating such animations in AE. I think that combined with 3D stroke could accomplish what you are looking for.

you might be able to get away with out even using the 3d stroke and just applying a stroke on a path on layers that have been juxtaposed in 3D space as it never really curves or turns smoothly, it’s always an angled corner. Than I’d take that entire composition and nest it in another composition and that’s where I’d try applying radial gradients and animating them slowly. Good luck with those super busy areas with tons of lines, that’d take a lot of work I think, and you’d have to apply gradients to those layers specifically I think. If you manage to make the trains make a tutorial and post it, because doing that in after effects would be crazy insane, you would literally go crazy and insane.
