Boosting audio beyond 12dB
I have a considerable amount of dialogue that, even when boosted the 12dB, isn’t loud enough to be used. The hiss becomes a bit heavy, as well, so I’d prefer not to max out the gain too much, but I need the vocals to be listenable and audible. How can I boost the dialogue past that point without too much noise?

You would have to reduce the noise before you raise the levels. Best to do this in SoundTrack Pro. STP has a good noise remover for things like hisses if the sound is constant.

Or try the Gain audio filter and a simple 3-band EQ.

You have two choices that come with FCP for free.
Both are audio filters accessible via the “Effects” tab. >>> Go to “Effects”. >>> Audio filters. Then, either Apple OR FCP. For Apple you want: “AU dynamics processor”. Experiment with the setting. For FCP you want: “Compressor/Limiter”.
Keep in mind that if your audio track sounds “distant”, just bringing up the volume will NOT change that. It will just be a LOUD bad track. Some EQ can help, but there’s no fixing an “off-camera” mic.
Good luck. (Hint: EQ BEFORE compressing. You’ll get better results)
