I don’t believe Encore has pop up menu capabilities.

Yes Blu-ray pop-up’s are working fine – you can use Photoshop files for the pop’up’s…

With the vast experience of one project popup menus are OK. The project had 5 timelines with 5 popup menus all worked first time!
Simple instructions are on the Learning disc that comes with CS4 -
