    Hi!

I want to do a kind of frosted glass/blur effect where a shape moves across the screen and blurs the layer below it (and also maybe affects the saturation or brightness or something). I don’t want the edge of the shape to be blurred/feathered. How do I do this?

Make an adjustment layer with any/all effects you want to apply, create a mask on it or use a shape layer as a track matte.
