It really depends on how real you want this to look. As far as i remember the blood from Bond was just a solid layer running down the screen, so what you can do is simply create a new solid, and animate the mask shape over it.
Second approach (very simmilar) is to create a solid layer (red of course), then the second one (color doesn’t matter) that is twice as big as your comp, move it up, so the bottom of the layer matches with the bottom of the comp, draw a mask with the shape of the dripping blood you require, animate the mask just a bit, then animate the whole mask layer, and apply its alpha as the alpha matte for the red solid layer.
You can also animate the red solid layer by using liquify effect (you may know it from photoshop), or use some particles, for example Trapcode Particular, or Particle World / Particle Playground, that is biuld into after effects.
