Duplicate the event that you want to pixelate on an upper track and add the Pixilate FX with the Cookie Cutter FX right after it and use the Cookie Cutter preset “Circle, Center”.
Here is an example using Gaussian Blur and Cookie Cutter to obtain a similar effect.

Yes, just keyframe the position of the Cookie Cutter. You will need to do this manually if you don’t have a 3rd party motion tracking tool like Boris Continuum Complete which will do it automatically. In fact BCC7 has a plug-in called “BCC Witness Protection” that does exactly this.
