Blackmagic Decklink and QT7?
I know Blackmagic recommends QT 6.5 with FCP 4.5 and OSX 10.3.8
At the moment I’m getting ready to install DVDSP 4.0 which I’m pretty sure requires Quicktime 7.0.2
The question is, am I going to have to upgrade to OSX 10.4, too?

I would post this in the Blackmagic forum or do a search in that forum.
Generally the hardware forums (Aurora, AJA, Blackmagic) will get you answers on their products faster than this one and you’ll probably find a lot of answers just by doing a search of those forums.

Yes, then you should upgrade to 10.4. Had a client some time ago who installed QT7 on 10.3.8 w/ decklink and FCP. He had to reinstall QT 6.5..
