    I usually just use a round shaped feathered mask (or two) with a slightly feathered Magnify effect on top.

    just as a thought of how you would position the masks,

    If you have alot of footage that is being cut together or different clips being worked on that all to have this POV, you might want to do the magnifying part on an adjustment layer so you can fiddle with the other pieces of footage below to your hearts content and not worry about them all having the magnify effect on each individual clip.
