It’s not normal at all. You’re making an interlaced dub of interlaced material. Should work peachy. Possibly your playback or captured clips from the DV are set improperly. Try placing one in a timeline and using item properties and a change filed order filter to see what happens.

How does it look on your NTSC (or PAL) monitor? Don’t look at FCP. Turn the computer monitor to the wall. Only look at your NTSC (or PAL) monitor. FCP does not display video at full quality on your computer monitor. Nor does it display interlaced video on your computer monitor. This is why the FCP manual has several pages showing you how to hook up an NTSC (or PAL) monitor.

Hi Sorry for the late reply guys had a long night and day shift! It plays fine in A PAL external monitor on both the original copy and the dubbed DV tape.I’ll have a play around with the manual using your advice tonight.

It turned out fine when I actually captured the clips in FCP. because it was it was the full footage I didnt want to waste time logging clips then capturing, so I thought I would ask first. Thanks for all the help.
