Your audience does! Audio is 60% of the video experience. You can watch a bad video with good audio but most people won’t watch a good video with bad audio. So as a new editor, you need to understand how important audio is.

There is no such thing as PAL 24p. PAL is 25 fps. Also PAL doesn’t tell us anything about what format you are shooting. Is it SD 720×576? HD 1280×720? HD 1920×1080? These are all valid PAL formats.

Set your project to match your source (whatever that is, you didn’t tell us). You can use the Match Media button in project properties.

Again, without knowing if your video is SD or HD it’s hard to say. Once you determine this and select the proper template, you’ll need to change the frame rate of the template to 24.0000 (Film). That’s what you want to use for film transfer. I assume the company that is doing the transfer will tell you what format they accept.

I like to use the CineForm codec for working with After Effects. You will have to buy it, but it is specifically designed for intermediate transfers like this.

If you are “color correcting” (i.e., making cameras match, fixing white balance, etc.) you might want to do that on the source footage before editing. If you are “color grading” (i.e., changing he “look” of scenes to match a mood) you could render scenes or of Vegas, color correct in AE, and then bring them back into Vegas for the final render. Or you could render the whole movie and color grade in AE and render the final movie from AE. It depends on how you like to work.

I would use CineForm to export from AE as well.

Why are you using After Effects at all? Vegas Pro has very good color correction tools and there will be no need to render at all. I don’t understand why you think you need AE to color correct. Get the Magic Bullet Looks plug-in for Vegas Pro and you’ll have an incredible color grading tool with no need for all this rendering.
