What is the method to get the “highest quality” “still” photo from a digital video clip (NTSC)1080/30 (1920×1080 30fps)using Vegas Platinum 11 or 12 ?

You mean Movie Studio? Set the preview window to Best (Full) and click the floppy disk icon to save a still image. That’s as good as it gets.

Suggest you save as .png rather than .jpg if Movie Studio gives the option.
