Best Format for PAL and NTSC?
I am planning to shoot a few commercials that would air both in PAL and NTSC Standard Definition with the HVX-200 camera. What would be the best format/setting to shoot with so that I end up with the best possible quality in both? And what should I do if the client wants a 4 by 3 frame?
I don’t own the camera and will probably rent it (although buying it in the future is not out of the question) so I don’t have the opportunity to experiment with it beforehand.

24pA would give you the most options. You’ll want to get a good plugin to do the conversions, such as:

do you recommend conforming the 23.98 frame rate to 25 to go to PAL? Or just doing a standards conversion? Do I edit in HD and then downconvert to each of the SD standards?
