    I have a 4K timeline I need to encode to a 1980×1080 to give to a client so they can put it on YouTube and use for other online stuff. Can someone recommend a good encode setting that hits a reasonable file size?

    are you on CC? If so I would just export your timeline using one of the Youtube 1080p preset. Then depending on your quality vs compression target, I would adjust your bitrate accordingly.
