Hey What’s the best settings for bluray with toast 11? 1920×1080 square pix prores 422(HQ) data rate 21.5 mb/sec and 24 fps

mpeg 2 or mpeg 4 and would you suggest going through compressor or quick time conversion?

You have more control in Compressor. Apple BluRay is your preset. Customize those settings.
