Take a look at Elements: https://elements.tv/

They have All-In-One appliances or Gateways if you already have a storage solution in place. You can add their gateway solution on top of your SAN or NAS based infrastructure and have it emulate an ISIS which all the features you need from a real ISIS like bin locking, quota support etc . The advantages is that you are working with real files and not through a database emulation. Plus it comes with media library option if you need one.
