You need to clarify where the problem with out filter is then.
The interlacing you are showing is there before you apply the filter or if you disable it.
Are you seeing a different behavior than me?

Don’t worry about interlacing, FCP can show interlacing, this is the special feature and i used it to show you both fields. So it should be with BCC or another or without any filters. Take a look – оne field is stabilized and other – not stabilized.

I’m looking at this again this morning and I see the same thing on your video as I do here and this looks like the expected result.
You are using the smooth function and there is still some movement and you are seeing the interlacing that is present even before the filter is applied.
You may want to try using stabilize as opposed to smooth.
