Only in the sense that I would never do it myself. However, it is possible that the artist who created the graphic was told by a producer or art director that they must, in no uncertain terms, use that typeface, because it’s part of the station’s design package. I would almost put money on that.
I am also extremely bothered by the lack of custom kerning in on-air graphics where the number 1 is used. As any graphic designer knows (or should), there is always extra space after the number 1. I believe that it’s because digits in a font always have equal kerning. There’s a good discussion/argument here:
