AFAIK Excalibur, Montage Magic, Ultimate S and Ultimate S Lite all have that capability.
There are trial versions available so try them out and see which one is to your liking.

Here is a training video for VASST Ultimate S Lite. This should give you a good overview of it’s capabilities which include a whole lot more than just Pan/Scan/Rotate. It’s best to watch it in HD on YouTube:
