I have a scene of a polygraph test with a needle moving back and forth on a sheet of graph paper that I exported from C4D. I placed a null at the point where the pen would begin drawing on the paper and I have the tracking information of that null. My question is there a way to have that null auto draw a spline in AE like the tracer in Cinema 4D or am I just going to have to draw this by hand?

Maybe take a look at the “Write-on” effect in the Generate category. Maybe applying the tracking data to the Brush Position parameter ? It’s a 2D effect and you’d probably need to precomp it to include it in a 3D scene…
