Audio is slowing video, Premiere, After effects

NTSC DV Standard, 29.9 FPS, Captured in On Location, edited in CS4 Premiere Pro.

I am having trouble adding music. Added Wav and AIF sound files are playing back slowly, and so is the sound from the original video. Also, frames in the video are randomly being replayed. Out of curiosity, I exported the movie, and placed it in after effects, and the audio is doing the same thing there.
Any settings or Sound file-type suggestions?
