Is there a way I can record 4 seperate audio tracks with 4 seperate mics, all at the same time

Yes, but not with a typical sound card. My brother uses Vegas in his recording studio, and uses a MOTU device called either the 824 of the 248. Anyway, it interfaces with the computer via Firewire, and provides 8 inputs & 8 ouputs, allowing you to record up to 8 channels at a time. My father in law also uses Vegas for audio, and I’ve seen him record a concert, with an entire screen full of audio tracks recording at once, using a higher end MOTU unit than my brother’s.
