Audio Envelopes Not Fully Working
Hello Everyone:
I am in the process of balancing the volume between clips and when I envelope them some work while others do not work as efficiently. I find myself lowering the DB’s so to balance the volume to a very significant level and the audio is still not lowered enough. Has anyone had an issue like this? Is there another tool that I can use to make this happen more efficiently?

Never encountered an issue with the volume envelope in Vegas before.
But an additional method you can try is placing the cursor at the
top of your audio file on the timeline, and when it changes to a
pointed finger, you can then drag down the Gain to your liking.Steve Rhoden

You also might want to learn how to use the Track Compressor that is on every audio track by default. Compressors will raise soft sounds and lower loud ones which eliminates needing volume envelopes simply to smooth out your audio.

Thanks John. I’ll try it. What I ended up doing was using the FX function to raise and lower volume (Multi Band and Waveform)
