You want to use the Track Compressor on that audio track to smooth this out. I would start with the [Sys] 1.5:1 compression starting at -24 dB setting and increase the Amount (x:1) as needed to raise the lower audio to a reasonable level (maybe 20:1 – 30:1 or more). This will compress the dynamic range to make the loud sounds lower and the low sounds louder.
Then place Wave Hammer Surround on the Master Audio Bus. Start with the [Sys] Master for 16-bit preset and go to the Volume Maximizer tab and lower the Threshold until the entire audio sounds loud enough. You can also lower the Output Level to limit how loud the audio can become.
