I loaded a wav file into my viewer and made in and out edits, but I cannot get it onto the time line. When I drag it to the canvas nothing happens: no options for insert, over right, etc.

If I hold my mouse down over the edit no small window appears. I am at a loss how to get it to the time line. The only thing that works is dragging the entire audio clip to the time line, but it is a huge clip and I only want 10 seconds of it.

All edits with video work fine.

Put your in & out in the Viewer clip, put an In where you want it in your timeline and hit Insert (F9) or Overwrite (F10).
