audio at events
I need some advice. I want to have two microphones (wireless lavs) on two different people, recording to a camera. What systems work well? Please keep in mind, I would like to keep this as low cost as possible.

Then rent them. You can rent much better wireless kits than you can buy for the same money.
I have used Lectrosonics brand for 20 years and they have never let me down. Not to say there are not other good units out there, there are.
