Audio adjustments
So the audio volume levels don’t seem to be proportionate like in FPC.
What I mean is, I lower the volume of an audio track and it still plays very high. The difference between 16db and 28db is very little. Then it seems to be not proportionally low/high according to the adjustments -

Not sure what you are saying. The difference between 16db and 26db is always the same. It is a measurement and not subjective. Now if you are just talking about the difference of scale between the audio adjustment levels in FCP and PrPro then you would have a question. Use the meters or you can adjust using the faders in the clip mixer if you want a better visual reference.
