So we did this music video where due to space constraints some equipment had to be on the edges of the shot to hold a background in place; my question is is there a way to mask that area out and then stretch the frame in such a way that the performer in the center at the correct aspect ratio but sizes out the edges to fit the full 16×9 frame? I know my old tv had something similar for scaling 4×3 to 16×9 but I can’t find anything akin to that in AE; any help would be greatly appreciated!

You can achieve this effect if you use Mesh Warp. Set a number of columns that will allow you to have control over the part of the image where your subject is ( 7 should probably do it) and select the mesh points from each column and move them to stretch- the ones on the edges the most, the second column in a bit more on each side and the 3rd column in should stay in place as the one in the middle should.
