Applying text presets to images and video
Is it possible to apply the same presets for text to video and pictures as well. For instance, there is a great preset under texts/blur called “jiggy”…it gives a great feel of a horror movie text effect, but it would be neat if I could just double click and add to my video to make my video or picture “jiggy” just like my text. Do you know how to do this? Thanks!

No. Text presets often use features unique to text layers (as per your example a wiggly text selector for instance) and cannot be applied to standard footage items.
