I am not sure how this works. If I have say a picture to video. I stagger the clips from a to b with overlap. Is there a way to apply a disolve to all the transition points. Or do I have to do it one at a time. I have been using Media 100 for some time. Every time I try to use this function it seems to be grayed out. Will this feature let me apply all of my transitions at once. Sorry for the basic question. Just can’t get it to work.

I use this feature all of the time. After all of your clips are staggered, make sure you have a range over the entire section you want to add the transition to (either shift drag in the area below the time markers where the user marks appear or add an “in” and “out” point. Sorry if you already know that. Next, doubleclick on one of the transition arrows, set the transition you want in the edit suite and then go up to “apply transition to range.” That should do it.
