  application will not quit out of Finder..

  I am having a problem with after effects quitting all the way. When you quit After Effects it closes all the windows, but leaves the menu bar still open. The little ball spins when ypu try to use the menu and After Effects becomes (not Responding) You have to force quit at this point. I have tried trashing preferences and Even re-installed it, but nothing seems to work. Any ideas on this would be great.
