Any way to simulate slow shutter motion blur in AE?

Realsmart motion blur(99 bones). Crank it up. then posterize time to 15 or 25ish
You can play around with time-echo, but… meh.

you might want to try echo. the time offset numbers must be very small.

Does anyone have the shutter tools plug-in from de-interlaced.net?
OR any other plugs that might help?
Time echo does help, but no the exact way I would like it to
