Any way to simulate slow shutter motion blur in AE?

I’d like to make it look like 1/25 (like, for example, Sony VX-2100 has).
How could I simulate this look?

April 2, 2006 at 10:11 pmRealsmart motion blur(99 bones). Crank it up. then posterize time to 15 or 25ish
You can play around with time-echo, but… meh.revisionfx.com
