    A little late to the party, but this may be easier.

    An Adjustment layer that gets split. It quite fast, really.

    Just add an adjustment layer with effects, above the layer to have your three glows. Then Edit>Split Layer (Ctrl Shift D), and drag the adjustment layer to the right to where the glow is needed again. Split… Drag, etc.

    You may have to precomp the Adjustment and the Layer to be Effected unless they are on the bottom of the stack.

    Split the layer and delete the effect.

    This can get messy but it’s how it’s been done for about 10 years.
