Animated Wind Map in After Effects

or this: https://hint.fm/wind/I tried searching for a way to make this type of animation in after effects but couldn’t find anything related so I ask you geniuses here do you have any tips on how to achieve this effect in AE or can it be done with a plug-in. Thanks in advance!

I might start with “Vector Blur” that comes built into AE. It can use an image as a map, you could paint some hot spots for the lines to curve around?
