Try these settings on Fractal Noise –
Fractal Type = Basic
Noise Type = Linear
Contrast = 50
Transform > ScaleWidth = 3
Transform > ScaleHeight = 700

Then animated Offset Turbulence so that the lines move left to right. Also animate Evolution so.

Then apply Gaussian Blur with a setting of 2

For Colorama, Set the Output Cycle such that Black is at 6 o’clock. yellow is at 4 o’clock and white is at 8 o’clock. I couldn’t get the reds in there to look good.

The apply Stylize>Glow and adjust the settings to taste.

The values I provided are approximates. So start from there and tweak to taste. It’s not exact but it’s close to what you want.

Glow is part of the Production Bundle for pre-CS3 versions. If you have it then it is under the menu Effect>Stylize>Glow. You can also use the Effects and Presets panel.
