To do that you would need to key out the background and just leave the subjects at the table so that you could insert the banner behind them. Unfortunately you didn’t shoot against a green screen and there is too much white in the foreground to use a luma key. What you need is a traveling matte which which would be very hard to do with Vegas Pro. You would have to painstakingly draw a mask around each subject and animate it frame by frame. It’s possible if you have the time and patience. After Effects has some rotoscoping capabilities that could help if you have AE.
I’d say you’re out of luck unless you want to try and create a mask by hand. Next time, shoot against a green screen if you know you want to change the background.
