All tracks switch on and off together

Because you have all the tracks selected at once.
Make sure only the one you want to turn on or off is Highlighted/Selected.

Even when I have only one track selected and darkened, when I click on the circle with a slash button on that track, all the tracks respond.

I have clicked ctr U and checked the group status and there is no grouping. I have closed the program and reopened and it is in the same state.

Any ideas? Did I hit another button that causes this?

I assume you made sure that the track headers were not left Selected?
Ctrl+Shift+A unselects all.
