You can create the trails for the planes using Particular – search for light streak tutorials.
Besides setting the paths by hand in 3d space and then duplicating and offsetting them I have no other option right now as to how to create so many paths.

particular can use motion paths from 3d lights for the particle motion… i think combining that with the variation that you can create with basic emitter and particle settings could get you close.

Don’t get me wrong, I’m a huge fan of particular, but it’s expensive for hobbiest. Admittedly very reasonably priced for professionals.

CC Particle World is worth exploring – it’s included with AE and can fake 3D lines too.
