After effects ellipse tool cannot resize

but here goes…
In after effects CC I want to draw is an a mask using the ellipse tool but I want to change its size after Ive released the shift (On a mac) and drag with my mouse. Thing is I am trying to trace a circle on a logo. But as soon as i let go I cant re size the circle. Its driving me crazy! Yes I can get those benzier curve handles which allows me to squish or expand one side of the circle but how can you get the whole circle to go bigger and smaller?
This is truly driving me crazy!
